and testimony concerning the calculation, levying and accounting for
impact fees; Overlake vs. Tooele matter concerning the levying of inspection
fees. analysis and testimony in support of plaintiffs in Bluffdale Homes
v. Draper regarding the impacts of de-annexation of roughly 4,000 acres
from the City of Bluffdale, Utah; analysis of appropriateness of financial
incentives offered by Washington City, Utah to Home Depot and Wal-Mart
on behalf of the city (defendants) in King Holdings v. Washington City;
analysis of redevelopment and contract issues Woodbury Corporation v.
Ogden City, development alternatives for settlement discussions in Cumming
Investment Company v. Coalville City; benefits assessment for Mast v.
Draper City; evaluation of development alternatives for Salt Lake and
Sandy Metropolitan Water District v. Draper City alternative development
scenario evaluations for two matters related to the Geneva Steel liquidation,
Marcus v. Johnson and Marcus v. Garcia et al.
Wikstrom also developed
a strategic plan for the Salt Lake County “Drug
Court.” The program offers an alternative to incarceration for
non-violent felony drug offenders through intensive treatment and rigorous
